Nope, all actions are simultaneous except the vote which is the aftermath.
This means that two people can shoot each other simultaneously, and the mafia "ganging up" happens simultaneously as well. Narratively speaking, you guys are using the chaos of everyone flailing around, shooting each other, to gang up and focus fire on someone. But it still happens at the same time. You could theoretically wipe each other out entirely at the end leaving zero people not frozen.

Also, movement essentially happens at the same time, except for distance calculations. You guys don't have to worry about this really, but the way it works is this: someone moving in a round gains both the shooting-while-moving penalty and the movement evasion bonus against people shooting at him. However, assuming the person isn't frozen, the movement completes by the end of the round. So for purposes of calculating distance, the starting sector for the round is used. Presumably, you'd start drawing a bead on your target as soon as the round starts, it's just that they also started moving that round.
So basically a hit/miss Calc depends on the shooter's accuracy, the target's evasion, whether or not the shooter is moving, whether or not the target is moving, and the distance between shooter and target from the beginning of the round.
I think I will post this in the thread too. I did explain this somewhat but maybe it wasn't totally clear.
